The door just opened.
Yesterday's federal budget changed the pre-construction game. Prime Minister Mark Carney's government announced it will loosen Canada's foreign buyer ban to allow purchases of newly built homes and condos. Brand-new construction is about to be back on the table for buyers from around the world.
This is the biggest pre-construction shake-up since the ban began in 2023.
The rules, fast
- 🟢 NEW CONSTRUCTION — UNLOCKED. Under Budget 2026, foreign buyers will be able to purchase newly built residential properties.
- 🔴 RESALE — STILL LOCKED. The ban on existing and resale homes is being extended to January 1, 2029.
- ⏳ THE CLOCK IS TICKING. No start date has been set yet. Ottawa says legislation and regulations are coming in short order.
Why now?
Builders have fought for this for two years. Developers in the Greater Toronto Area and Metro Vancouver argued that foreign buyers could help clear unsold condos and supply the pre-sales needed to finance the next wave of housing projects. Ottawa listened, and the goal now is to unlock new investment in housing supply while keeping the existing resale market protected for Canadians.
What it means for YOU
Canadian buyers: Right now, you have the leverage, with more inventory, bigger incentives and motivated builders. When global demand floods back into new builds, that leverage disappears. Lock in before the rules kick in.
International buyers: Don't wait for the announcement date. Shortlist projects now, understand your deposit structure, and line up financing so you're ready to move on day one.
Investors: More pre-sales mean more project launches, more demand and stronger value on new units over time. This is your signal.
⚠️ Heads up: Ontario's provincial Non-Resident Speculation Tax is separate from the federal ban and isn't changed by this budget.
